Notice is hereby given that Sealed Bids labeled “RLU Water Department Addition” will be received at the Rice Lake Utilities Office, 320 W Coleman Street, Rice Lake, WI 54868, until 1:00 p.m. (CST) on Thursday, March 5, 2026 at which time they will be publicly opened and read aloud.
Rice Lake Utilities has started the design of utility and street improvements for Phipps Avenue from Allen Street to Messenger Street and Wisconsin Avenue from Newton Street to Douglas Street.
Two public information meetings (PIMs) were held at Rice Lake City Hall, 30 East Eau Claire Street, Rice Lake, WI. The purpose of the public information meetings was to introduce the proposed improvements and solicit feedback from the public. A project overview presentation was provided, followed by a question-and-answer session. Rice Lake Utility staff and the City’s consulting engineer SEH, were available to answer questions. Participants were able to provide written or verbal comments during the meetings.

PLEASE TAKE NOTICE that the governing body of the City of Rice Lake, Wisconsin has declared its intention to exercise its police power under §66.0703, Stats., to levy special assessments upon property in the assessment district as described below for benefits conferred upon such property by the following improvements: Water and sewer laterals, water main improvements, and associated sidewalk removal and replacement.
ASSESSMENT DISTRICT
The property to be assessed lies within the following described assessment district:
All property fronting upon both sides of Phipps Avenue from its intersection with Allen Street to its intersection with Messenger Street.
All property fronting upon both sides of Wisconsin Avenue from its intersection with Newton Streetto its intersection with Stout Street.
A report showing proposed plans and specifications, estimated costs of improvements and proposed assessments is on file in the municipal clerk’s office and may be inspected during any business day between the hours of 8:00 AM to 4:30 PM.
You are further notified the governing body of the City of Rice Lake, Wisconsin will hear all interested persons, or their agents or attorneys, concerning matters contained the preliminary resolution authorizing the assessments and in the above-described report on February 10, 2026 at 7:00 PM at the following location: City Hall, Council Chambers, 30 East Eau Claire Street, Rice Lake WI 54868. All objections will be considered at this hearing and thereafter the amount of assessments will be finally determined.
